Module Indicative Content
You will examine theories of the policy process and identify their application to the development of local sport
and leisure policy. You will explore the nature of local sport and leisure policy from government agencies in
particular the relationship between central and local government, and Sport England. You will examine the
main challenges facing local government providers of sport and leisure, for example through the development of
Best Value as a challenge to performance and management of local sport and leisure. You will also explore the changing
perspectives on the role of sport and leisure at the local and community level, with special reference to the
target groups identified by Sport England and the concept of Social Exclusion.
Module Learning Strategies
The learning strategies will be centred on group work for seminar discussion on how local government and other
local providers view the role of sport and leisure in responding to identified challenges. This will involve students
in the use of electronic sources particularly government policy statements and research, at both national and
local level. Group tutorials will be used to aid the development of the learning materials. Lectures will be used
to introduce the main topics of the module.

2500 word essay looking at a selected local sports policy within the context of the policy process and social
exclusion (100%). Assessing LOs 1, 2, 3 and 4.
